Is a backsplash required by code at a kitchen counter?

A backsplash is not required by building codes for kitchen counters. But it's similar to towel bars and a toilet paper roll holder in a bathroom, in that it is expected by homebuyers. A backsplash serves two purposes: 1) it seals the joint between the countertop and back wall from accumulation of bits of food debris, and 2) prevents staining and damage to drywall behind it from splashed water.
