Does a home inspector check interior finishes like paint, wallpaper, and carpet?

Inspectors are required to report on interior floors, walls, and ceilings; but finishes like paint, wallpaper, floor coverings and carpet are specifically excluded from the inspection requirements of the Standards of Practice of both national home inspector associations, the American Society of Home Inspectors (ASHI) and International Association of Certified Home Inspectors (InterNACHI), and the State of Florida. So, for example, you can expect the inspector to note cracks, damage, and other defects that affect the structural integrity and function of the walls, floors, and ceilings—but not a carpet stain or missing slat in a window blind.
One exception would be any area of bubbling, peeling, or discolored paint that could be an indication of a problem beneath the paint surface. And, while paint is essentially a decorative surface on the interior of a home, it is a moisture protection coating at the exterior. Deteriorated or missing areas of paint can allow water intrusion and, on wood surfaces, wood rot. So the condition of exterior paint is definitely a required part of a home inspection.
While the Standards of Practice set minimum standards, a home inspector may choose to exceed them, or the inspection may be limited to less than what is outlined in the standards when agreed to by the homebuyer and specified in an inspection agreement. A four-point insurance inspection would be example of a limited inspection.
