The maximum height of a riser is 7-3/4 inches according to the International Residential Code (IRC 3188.8.131.52), as measured between the leading edges of adjacent treads. Also, the maximum allowable variation between riser heights is 3/8 inch. Also, see our blog post What is the steepest residential stair allowed?
