Can circuit breakers be installed upside-down, with the breaker "ON" in the down position?

No, to avoid confusion, breakers mounted vertically cannot be “ON" in the down position according to the National Electrical Code (NEC 240.81). But there are two reason why you may see it anyway:

  1. The NEC requirement did not enter the code until sometime in the 1970s. There are plenty of older panels that predate the code change, with two horizontal rows of breakers and the bottom row breakers have the ON-OFF upside-down, like the Federal Pacific Stab-Lok panel shown above. Smaller modern panels (usually 60 amps and less), that have horizontal bus bar and vertical breakers, are only one row to avoid this problem. Larger panels have vertical bus bars and horizontal breakers. There is no left-right ON-OFF rule.
  2. Sometimes a non-professional mounts a modern panel horizontally that is designed for vertical installation only. That is actually allowable, except that no breakers can be installed in the bottom row, so only half of the breaker slots in the panel are not usable.
